Authorised representative for EPR in Slovakia and Czechia
If your company sells packaged goods directly to end users in Slovakia or Czechia and isn’t established there, you will generally need a locally established authorised representative to take on your EPR obligations. bin2green acts as that representative in both countries: in the Czech Republic through bin2green s.r.o. (Prague, IČO 19757263) and in Slovakia through our Slovak entity, All black s.r.o. (Prešov). We handle registration, the contract with the packaging scheme and quarterly reporting, with one team and simple reporting through our client portal.
Authorised representative for EPR in Slovakia
In Slovakia, a producer without a registered office or place of business in the country must appoint an authorised representative. That representative must be a legal entity or entrepreneur based in Slovakia. bin2green provides this service through its Slovak entity, All black s.r.o., Prešov.
Legal basis
- Slovak Waste Act No. 79/2015 Coll., §27(18)–(20): a written mandate covering all the producer's rights and obligations, granted for at least one year. The representative acts in its own name.
- The producer must be entered in the Register of Producers kept by the Ministry of Environment before placing packaging on the market (§30). The Ministry makes the entry within 10 working days of receiving the application (§30(5)).
- Since 12 August 2026 the producer of packaging is determined under the PPWR, Regulation (EU) 2025/40, Art. 3(1)(15), per Ministry guidance. The obligations under the Slovak Waste Act still apply.
- A branch without legal personality cannot act as representative.
Who needs it
- Foreign e-shops and brands, from other EU countries and from outside the EU, that supply packaged products directly to end users in Slovakia and have no Slovak registered office or place of business.
- The same requirement covers electrical equipment and batteries placed on the Slovak market. We handle both in Slovakia: see WEEE and batteries.

Authorised representative for packaging EPR in Czechia
A foreign company that isn't established in the Czech Republic can appoint an authorised representative for the packaging it supplies there. That representative must be a business established in the Czech Republic and designated in a written contract. bin2green s.r.o., based in Prague, acts in this role.
Legal basis
- The PPWR, Regulation (EU) 2025/40, generally applies from 12 August 2026. Art. 45(3) requires producers in the cross-border categories of Art. 3(1)(15)(c) and (d) to appoint an authorised representative in writing in each Member State where they first make packaging available and are not established. This can apply to direct sales to Czech final users.
- In EKO-KOM's system, the authorised representative signs a three-party Contract on Collective Compliance with EKO-KOM and the producer. The producer and the representative are jointly and severally liable for the obligations under that contract.
Who needs it
- Businesses established abroad, in the EU or outside it, that sell packaged products directly to final users in Czechia. A final user can also be a business.
- The sales chain matters: if a Czech importer or distributor is the first to make the goods available, the analysis changes.
How it works with bin2green
- Tell us about your Czech sales via our contact page. We map your sales chain to confirm who the producer is and send your quote within 2 business days.
- You appoint bin2green s.r.o. in writing as your authorised representative.
- We register you in the EKO-KOM system. EKO-KOM then sends the three-party Contract on Collective Compliance, which all parties sign.
- EKO-KOM invoices the annual system fee (CZK 1,600 + 21% VAT) to us as your representative. Once it's paid, EKO-KOM issues your Certificate of Participation and EPR registration number.
- You report quarterly through our client portal, and we submit your packaging statements to EKO-KOM.
Cost and timeline
- CZK 4,800 per year excl. VAT for packaging up to 1 tonne, authorised representative included.
- No setup fee. EKO-KOM's annual fee and packaging fees are passed on at cost, with nothing added on top.
- Prices cover 12 months from contract signing and are paid in advance. Cancel with 30 days' notice; fees already paid aren't refunded.
- Over 1 tonne: custom pricing. Czechia and Slovakia together: discounted price. See pricing
- Typically 2–4 weeks, depending on how fast EKO-KOM processes it.
